On the 10th November 2006, Peter Bartlett, your delegate, sent me a letter stating that Jobcentreplus are satisfied that the New Deal contract between Jobcentreplus and Pertemps People Development Group Ltd. in Kidderminster is being delivered to the required standards. I have made the assumption that when he said "satisfied", that wasn't the same thing as confirming that the the terms of the contract were being met, which was the question that I asked him to respond to. That conclusion was supported when I looked at the report for November 2006, which clearly shows the absence of contract compliance. I have decided to write to you because, unfortunately, it appears to be the norm for Phil to ignore my questions.

Now, in light of this evidence I would like to ask you again if the terms of the contract between Jobcentreplus and Pertemps to provide New Deal provision in Kidderminster and the Marches District are being met in their entirety? If the answer is yes, please explain how that is possible when your own report contradicts you. If the answer is no, please tell me what you are going to do about it and what the consequences are for Pertemps e.g. do they still receive payments of public money even though they are not complying with the requirements?
