New Deal is a Government programme that aims to give unemployed people the help and support they need to get into work. Everyone on New Deal gets a personal adviser who is their point of contact throughout the programme. The personal adviser takes the time to understand you - your experiences, interests and goals - so a plan can be prepared to get you into a suitable job.

New Deal Quality Control

The above statement might not be true. When I tried to look for information about New Deal, I didn't find very much . What I was really hoping for was something written by people who had taken part in it. After all, according to the employment coach types, there is nothing like experience. Unfortunately, I had no luck. When I was nearing the end of my 13 week all expenses paid New Deal sabbatical, I decided to give it a go myself.
"The Committee on Standards in Public Life has stressed that whistleblowing is both an instrument of good governance and a manifestation of a more open culture." It says that on page 30 of this document. Therefore I am doing a noble thing that any public body would naturally be proud of and fully condone.

Are you being shafted by your Provider?

Your New Deal provider is a private entity that has an agreement with a public branch known as either the Department for Work and Pensions (DWP) or Jobcentreplus. They have changed their name in the past and no doubt will do so in the future. Provision in Kidderminster is by Pertemps People Development Group Ltd. (PPDG). I have now received a copy of the contract that PPDG operate under and have begun to perform an objective quality control assessment on the New Deal program that I have undertaken. Let's cut to the chase.
Why am I doing this? To protect people from exploitation by providers and apathy from the DWP. Public expenditure must in principle be accounted for and used efficiently. Jobcentreplus regularly monitor individual contracts of Jobseeker's and New Deal participants, taking swift action against them (they stop their payments) if they default. If they can do that to any individual, they can do it to Pertemps with their £2.26 million contract. Equal Opportunities?
There is no way out for them in this regard, as it states in the contract that they have to ensure its compliance. Perhaps the average working person isn't interested, but it is relevant to them because it is their money that is used to pay Pertemps.

  • Jobcentreplus assert, with the aid of unnamed solicitors, that it is perfectly legal to commit age discrimination on New Deal. They refuse to provide any evidence to support that, they don't believe that operating within the law is in the public interest.
  • Jobcentreplus claimed that it is impossible to determine whether Pertemps are fulfilling their contract. This changed, but how was undisclosed. Unfortunately substantiation problems still prevailed.
  • Pertemps claimed 55 job outcomes when the the real figure is 0. Let's take a look.
  • Colin Birchall and John Hutton haven't responded to me at all. Diane Preece was a no show.

Any colour as long as its black Once upon a time you could only buy a car that was black. Pertemps are apparently an admirer of this business model and apply something similar to their range of work placements. My work placement was at the Network Worcestershire. This is high on the list of PPDG's suggested destinations, presumably due to its high quality and ability to meet many participants requirements. Read all about it.

Age discrimination Are you under 25 and subject to discrimination on New Deal? Options available to you include:

  • Phone a solicitor and talk to them about taking up a no win no fee case with them. There are employment law specialists that will do this even if they don't advertise it. It costs nothing for a quick chat
  • Insist your Provider presents you with indisputable evidence that what they are doing to you is not illegal before you acquiesce to their unethical requests as you don't wish to be an accessory to crime
  • Call Community Legal Service Direct 0845 345 4 345

There is a certain irony that at the same time the UK government has outlawed age discrimination they practise this very policy on the New Deal programme. Is that good?

Is there a fundamental flaw in a compulsory programme? If you had been there, you might think so.


Does New Deal achieve anything?The possible impacts of it include:

  • reducing unemployment
  • driving down wages
  • taking away jobs from non participants
  • wasting public money
  • nothing at all
