Dear Lesley,

            I have received a copy of the monthly review documents I requested from Trevor Law, who I have found to be very helpful in dealing with such requests.

Looking at the review documents that I have been sent, Pertemps appear to have recorded 55 Jobs when the actual figure is 0. Does this mean that Pertemps have claimed for 55 x £591.90 Job Outcome payments, or any amount of money at all for that matter, when their actual entitlement is zero?

According to the HMSO document 2004-2005 Fraud Report, An Analysis of Reported Fraud in Government Departments, it is fraud for a contractor to a government department to receive payment for services that it has not provided. Am I correct in assuming that if Pertemps did this they have committed fraud?

Referring back to the first letter I sent to you, I haven’t received an answer from you to the following question.

 

According to Schedule 4 Managing Performance 1.1 of the contract between Pertemps and Jobcentre Plus, The Provider shall work with Jobcentre Plus to establish and maintain an effective and beneficial working relationship and to ensure the Contract is delivered to at least the minimum required standard as specified in Schedule 2 (The Programme)

 

Can you confirm that the contract between Pertemps and Jobcentre Plus is being delivered to at least Schedule 2 specification?

 

I would once again like to ask you for an answer to the above question.
